The debt may rise but states can't print money to pay it.

Therefore the states must balance their budget.
They are passing the debt forward, hoping to be retired before the $hit hits the fan.

A Federal balanced budget requirement would be even more useless since they can print money to cover it. I see no hope for Federal spending without a crisis.
