Per the X22 Report, I believe Homeland Security issued the ballots and these ballots have a unique watermark (that you can not see but able to identify by computer scan). This will allow the re-count of the 'real' votes, those that were issued by Home Land Security.

That's how they can cull out the fake votes. It was already in place and part of the plan (IMO).
