From what I can determine Homeland Security manages and produces the ballots. They have to know how many were requested and sent out to the various jurisdictions, and if there are over counts it raises a red flag. I believe that is what is going on in several instances right now. Trump knows it thus the challenge for a recount in Wisc. I believe there will be more.
