The referenced Twitter post shows the deviation from Benford's law. Natural random numbers like population, rainfall and votes in a district have the leading digit a one, 30.1% of the time. This law allows accountant to quickly spot irregularities in huge amounts of data, it was used to spot the fraud in Enron. Humans generating numbers do NOT follow Benford's law, so fake revenues and fake votes don't either.

I have no talent at data analysis but there exists on github an election forensics project that generates a heat map of election fraud. It is usually used for overseas elections, like Iran. Now it would be useful here.

Here is a circular slide rule to help visualize the law. Notice that the 1 is at the top and extends all the way to about 4 o'clock, the 9 region starts at 11:30 and only extends to midnight. Imagine inputting random numbers on the slide rule the most likely region will be the leading digit 1 region. The least likely will be the 9 region.
