It’s a time-honored tradition in big Democrat-controlled cities like Chicago, my home town, Philadelphia, to do precisely what they’re doing.

You may want to study Benford's Law (it's math) which seems to apply everywhere (incl cities such as Miami and Dallas) except in Atlanta, Philly, Detroit and Milwaukee.

Once is an accident.
