I think the logic, if you want to call it that, is observational. For whatever reasons, non-manipulated counts have 1 as the digit that is observed the most, with the rest having their own rates of appearance, with 9 showing up the least. Thus, measuring Biden’s vote counts against this distribution shows that in some places, e.g., Philadelphia, Milwaukee, Chicago, the normally expected distribution was not present, suggesting manipulation.

I have no idea how anyone can mathematically calculate a normal distribution of numbers. I would think that a random selection would be just that, random, with each digit having an identical possibility of showing up.

The theory is based on observation, not math or logic, as far as I can tell. Caveat: I have zero expertise on this, just thinking out loud.
