I have gone through this election without a consistent source for vote totals in organized form. And I must say I've been pressed for time due to unforeseen circumstances during the last week. But looking at what is on RCP (at realclearpolitics.com you have:

AZ (96%) - Biden + 19,348 (135K votes outstanding)
GA (99%) - Biden + 10,352 (Recount in progress)
NC (97%) - Trump + 75,371
PA (97%) - Biden + 43,251 ==> 200K votes outstanding



How can Biden be claiming he has "won" with these numbers? Or is RCP wrong, or dated? Is there more to this picture? Anyone?
