see my post to RB... you say fair.. but I think you are confusing the difference between equal and fair.. these things do need to be adjusted over time.. originally blacks were what 3/5 of a person and didn't actually vote.. en.wikipedia.org Now they are real people :) and vote even !!!! no doubt the thing to watch as things get adjusted is gerrymandering ...
