The fact that Charles Kau resigned last month strongly suggests to me that they have large problems that they don't know how to resolve. He was one of most important people in Taiwan's semiconductor sector before going to China to lead their push into semiconductors. Perhaps they've decided that they can't do what they said they want to do? I don't know. But I do know that their effort has been ongoing for at least 5 or 6 years now and they have very little to show for it so far.
