No, not true and not accurate, there are no provisions anywhere in the Constitution for such an arrangement, the NYT is also fake news, actually one of the worst offenders...
Also, it does not go to Congress as you implied, Congress means both the House and the Senate, it goes only to the House of Representatives with one vote for each State, this is the ONLY remedy clearly explained in the Constitution... the Senate has no role is this whatsoever...
I don't believe it will even go to a House vote, I believe the Supreme Court will find in favor of Donald since the evidence is truly mountainous and beyond overwhelming...
Understandably, you may not be aware of the evidence in this case, it's truly mammoth, beyond clear and convincing, with many hundreds of witnesses, sworn testimony, surveillance video of the crimes live and in action, photos, and so one...
In one instance, more than 600,000 ballots, carried in boxes and big garbage bags, all for Donald, were taken to an incinerator and burned to ashes, ALL caught on surveillance video and those four people who did the burning gave sworn testimony that they were ordered by their bosses to burn all those ballot, this is only in one precinct, there are more than 11,000 such incidents and ALL on surveillance video... many more of this nature... it's truly beyond stunning...
