The easiest way is to require it for non-emergent medical care, and I should have added that the ER will vaccinate them.
That's still the wrong way to go. Let the health care providers set whatever vaccination requirements that they want from their patients.

Besides, even if there is a large portion of people who refuse to take the vaccines, that's OK. Let's say 50% of Californians get the vaccine. The other 50% decides to takes their chances.

Eventually a good portion of the antivaxxers will catch the coronavirus and either die or build up an immunity.

Either way, we'll eventually get to the 70% "herd immunity" level, and the state COVID-19 numbers will finally trickle down to double-digits.

(Of course, I wouldn't be saying this for a more lethal virus like Ebola, or something that can cause considerable harm to children like the measels.)
