NOW COMES the Accused, Michael R. Norris ,appearing specially and having
and having never appeared genrally , as a Proper Party to this alleged
case, to present this Honorable Court with a JUDICIAL NOTICE REGUARDING
THE STATUS OF THE ACCUSED:
1. The Accused is a human being of the united States of
America.
2. The flag of the Accused is the American Flag of Peace as
found in 4 USC Section 1.
3. The Accused reserves all of the Constitional Rights of
united States of America and the judicial jurisdiction of the
American Flag of Peace.
4. The Accused shall not participate in any court displaying
the "Maritime Flag of War" within the bar. The Accused will only
participate within the bar under the American Flag of Peace. The
court cannot join two parties under Federal Rules of Civil
Procedure 12(b)(7) and two different jurisdictions under two
different flags at the same time.
5. This court lacks jurisdiction under Federal Rules of civil
Procedure 12 (b)(1) "lacks jurisdiction over subject mater",12(b)(2)
"lacks jurisdiction over the citizenship of the Accused under the
American Flag of Peace" and 12 (b)(6) "fails to state a claim upon
which relief can be granted."
6. The Accused is not an attorney at law nor a Pro Se, but a
Proper Party to this alleged case.
By Federal authority the Accused is notifing this court under
Title 42 U.S.C.A. 1986 that having the "knowledge" of the law, and
"neglecting" to prevent a united States Constitutional wrong from
injuring the citizen, and having the knowledge to correct the wrong
and not doing so, is liable under Title 42 1986 for damages.

I Dont if this works all over usa but most people don't know that the flag of martial law has never been removed from most local government offices its been this way since ww2 somesay in the southern usa since the civil war .In ohio my friend caught em hiding the flag in the ceiling tiles ,( they didn't do a good job the pole was stickin down thru)another point most people don't know is the judge takes two oaths one to protect the "innocent indivduals rights under the constitution" and another to protect the local ordinances.when you claim the american flag of peace you claim jurisdiction of the constitution and their local laws don't have juristiction,not to the supreme law of the land. It gets better as ya learn more I'll post again next weekend if I'm not in jail.
