Why do we need a balanced budget amendment? We didn't have massive peacetime deficits until Reagan cut taxes and the debt soared from less than $1 trillion to almost $3. The problem you seek to blame on the Constitution needs to be blamed on the party that can't raise taxes and always cuts them.
