Raw Sardines are actually very good for dogs. Low Mercury levels. Many articles on the web supporting this.

I buy them once in a while but at my local grocery store (frozen packed in water or fresh and I freeze them to kill any parasites / bacteria). Much cheaper than buying them from pet stores.

I also buy other fresh fish when on sale at the grocer (i.e. whole Salmon) boil it up with or without a sweet potato, remove bones and freeze it in small portions in the fish broth for future use as a small additive to dry food. Small and not too frequently because I found that too much cooked fish tends to cause diarrhea.
