Mcconnell would of much preferred to override the veto but the 600 was just changed to 2000 by the House. So now he can't. So now he was just left with voting on the 2000 bill, but he couldn't pass that because removing the 230 was not possible because it wasn't attached to the now convoluted bill. He could have then been left to simply override the Veto and look foolish. Chess match 4 moves ahead.
