I would agree with your scenario. I find that some brokerages handle stop orders differently than others.

I am currently trading with Datek, whose stop orders are triggered when the bid meets the stop price, not a trade being executed at that price! This holds true in the opposite direction as well, for buy stops!

Your point is well taken, unless of course one is web trading... then one better know one's broker's stop order criteria!
