Reagan said we needed to catch up to the Soviet Union, not bring it down. My take is far different than anything you assume to be true. The Reagan years were marred by massive debt after he promised to balance the budget so republicans gave him credit for the fall of communism. In their world, free elections that led to communists being voted out of office were meaningless but one sentence "tear down this wall" made it happen. It's childish.
