Using your logic the only way to win a war is to feed the people you're at war with. Seems odd. It wasn't done in any other war and only happened for a short time during the Cold War (under Nixon/Ford and Reagan). So, here's what we're left with. 1) Reagan fed the people of the USSR so they could divert resources from food to the military or 2) Reagan fed them to keep the "Evil Empire" going for as long as possible
