Given the semi-professional and likely ex-soldiers swaggering about, and I am guessing confusing patchwork of costume patches too small to ID in the dark, there is a problem for absolute civilians to drive out of their own neighborhood and go down any wrong street.
Typical response normally would be infiltration into all groups, identify all leaders of all groups, trace all sources of financing for all groups, then move in one fell swoop against all groups and their sponsors, enablers, facilitators, and hangers-ons, per national security laws irrespective of political persuasion.
Else what are the officialdom waiting for? The sparks to not catch? The flames to burn out?
Given all the wars over all the eons, am guessing a lot of folks have and know how to handle a wide range of weapons.
If anyone wants to spark havoc, all it takes is a few random shots into a few disparate crowds.

Am certain the intelligence services know where the street kinetics can lead to, for they do such for a living but in foreign domains. I do not believe politicians as a group are cognizant that they are playing with fire - too long out of practice or never read the books. They do not have courses in college on comparative street kinetics, art of insurrection, creative sabotage, etc etc
There was a period (‘67-70) in China when different groups of armed civilians (they broke into armories) would fight each other in pitch battles at night. Was not a good time for adults. For kids, and I was one, it was all very exciting. A nation gone mad. |
