The root cause of riots turned out to be rioters. Peace returned to the streets once police adopted new crowd-control tactics and prosecutors cracked down on lawbreakers. Mob violence came to be recognized not as an indictment of American society but as a failure of policing.

Not exactly correct. It's NOT policing failure.

Rioters riot because those having authority -- usually politicians but sometimes priests -- give them permission to riot, lynch, loot and burn.

In the spring and summer of 2020 Democrat politicians gave BLM/Antifa activists permission to riot, lynch, loot and burn just as in past times Democrat politicians gave the KKK permission to riot, lynch, loot and burn.
