To change the pardon power we'd need to amend the Constitution.

Too busy to spend a lot of time on this but just for starters, there are issues which can be examined--issues in which the pardoning power places the president above the law runs counter to the assertion that no person is above the law. Would be interesting to see that adjudicated. There are a good many issues in this regard that haven't been litigated. We don't even know, for instance, if a president can successfully pardon her/himself. Hasn't been litigated.
