Unfortunately, Trump's EO approving the Keystone XL permit supposedly included a clause that the permit could be revoked at any time solely within the President's discretion. Biden exercised that discretion. Otherwise there may have been an argument that Biden's EO was arbitrary and capricious. Maybe there is some nitty-gritty case in admin law on the point, but I'm not going to go digging.
