A dog's neck is not as sensitive as a human's. The mom picks up her pups by the neck with her teeth and dogs routinely bite each other at the collar when playing - and they have sharp teeth. So at a low setting, the right shock collar is not harmful and is equivalent to a slap on the wrist.

The real problem with shock collars is the humans. Firstly, negative reinforcement should only be used when there is a single specific thing that you don't want done (e.g. jumping over the fence). But many people don't know that use it to get what they want (which should be done via positive reinforcement). For example they may want the dog to come to them and if the dog doesn't then they use the shock collar to punish him.

Secondly, and somewhat related to the first, people get used to overusing the punishment and become cruel to the animal and it affects their relationship with the animal.

And thirdly, any animal can get used to pain. Once people start taking this shortcut and just go on inflicting more and more pain because the poor dog doesn't understand what to do, the dog gets desensitized to it and they have to push up the shock - sometimes to harmful levels.

If a person actually uses it gently and judiciously and for the right reasons, most dogs understand the message and correct in only a few times. The collar can be taken away within a week. But most people miss on this. The only times I have seen people get it right is when they had professional instructions.
