I remember when AMD had fabs. Seems Intels Six Billion in rebates to Dell was cleaver marketing, illegal but effective.

We can only speculate as to what AMD might have done. Last I heard Intel wanted big money from Uncle Sam to maintain National Security, in chip manufacture.

One of the first things big money does is glad hand with regulators to build a mote around their interests. Are you right?
