I remember when AMD had fabs. Seems Intels Six Billion in rebates to Dell was cleaver marketing, illegal but effective.
And Intel was punished for it. The federal government got paid, the EU got paid, even the state of New York got paid.

(Speaking of NY, they also got Intel to participate in a 450nm consortium that was centered in Albany. One of my cousins from Korea was involved in that. What a lucrative lawsuit that turned out to be.)

Did any of that help AMD? Of course not. AMD only came back once they figured out how to compete again in the free market.
Last I heard Intel wanted big money from Uncle Sam to maintain National Security, in chip manufacture.
I know Pat Gelsinger is talking in those terms. Not sure if he actually asked the Biden administration for handouts, though.

Personally I have no problems relying on TSMC and Samsung for chip fabs. I do have a problem if China somehow enters the chip fabbing business, assuming of course they can do it without invading Taiwan.
