Nope, India isn't particularly special in that regard. There are 79 countries with lower per capita deaths than India. Here are Johns Hopkins statistics:

Of course, that is assuming that India, large as it is with huge cities in addition to thousands and thousands of small villages, actually has accurately counted everyone who has died from COVID.
Heck, HCQ didn't even work for Trump as a prophylactic. At least, assuming he was telling the truth about taking it just a few weeks before he came down with it. Since he lies so much, it is of course possible that he didn't take it. I don't think he has even mentioned it since he was cured.
