Distributing the vaccine and getting enough PPE and syringes and everything else needed to get the population vaccinated. Trump provided zero leadership in that regard, in fact he was counterproductive by forcing the states to bid individually and bid against each other. His admin coordinated nothing, which is supposed to be the role of the federal govt under these conditions.
