So a president can commit high crimes and misdemeanors in his final days in office, run out the clock when it comes to impeachment, and still enjoy the perks that comes with being a former president?

Short answer would be yes - long answer would be prove that in a real criminal court and then the Senate can take it up and censure.

Of course if you're a democrat you'd never get charged - like Hillary destroying property/evidence etc.
