Legacies are legislative since we don't get credit for the economy, etc. What's his legacy going to be? Fixing the economy? Obama did that and still lost 1000 seats. Will he make the ACA better and enhance the Obama legacy (iffy) or come up with his own? Regardless, he needs to get moving on it now. The ACA was passed in the Senate in Dec of 2009, Obama's first year. Obama knew how the clock works. Not sure Biden knows this. Can anyone remember major pieces of legislation that made things better under Trump, Bush, Reagan, etc. 100 years from now no one will know who they were. A legacy might be the EPA created under Nixon or the ACA under Obama.
