China and America are quite different in that the majority in China do not own cars, and get around by trains. The economics of trains is such that the entire enterprise needs to be view as single economic entity, and the 'unprofitable' lines are a cost of networking business.

Yes, airplanes may at times be more flexible, but the high speed rail lines of China ...

- adds to domestic production / consumption (small towns are opened up to national tourism and productive commerce)

- allows the traditional / legacy lines to be dedicated to (substantial) freight, and

-supplementing national security (rail-based rocket force) requirements that substitute for very expensive submarines and patrolling bombers; most of China's ICBMs are road-mobile, with a bit rail-mobile, and almost no silos.

And, per using the rural south to pivot to urban north, the African continent and much of the space in between to China requires trains, not planes.
