FDR wanted a well educated voter. So did our founders. They tried to set up a national university many times but they failed each time because the state that housed it would have an unfair advantage over all the rest.

Free college was also on the agenda when we created free education for the masses (except college). Needless to say, the rich know their children can't compete with the rest of us so they need a leg up.
