If making chips is cheaper (more profitable) in other countries then that will continue to be where it is done primarily.

One would think semi foundries would be among the LEAST labor intensive manufacturing industries. When the equipment costs billions of USD, can the salaries of the machine operators (or whatever a foundry worker is called) really be that big of an expense factor?

Taiwan wages aren't that much below US wages.
