I have some sympathy for Trump trying to appoint good people. Trump was following advice to "get along, go along" with the Senate, who had to approve them. He proved the best advice for a maverick President is to shut down Congress over a weekend and appoint who he pleases, then do the same reappointments every 8 months. Constitutional for him to do so.
