I can understand your amusement. Let me give you a serious response. At first blush it would seem rather peculiar to not require French for this position. While it would make life far easier on the person, in truth it really wouldn't be required. The sales model in Europe is heavily, (if not entirely), based on a few large distributors. The majority of the effort for the technical support staff is working to support a few organizations that do the actual end user support work. These contacts are primarily English speaking. The priority of technical competence far outweighs the potential language barrier.

Slightly less serious response: having spent a small bit of time in France, I cannot imagine working there without knowing how to speak the language. I just hate being made fun of behind my back, and it's particularly annoying when they can do to my face and have me not understand it :). Not that the French would ever say anything bad about an American, however, ...
