TJ the T+3 is actually +4 if you sell/buy at the market open, as T is one trading day.
In the meantime you have 4x24 hours of active global markets to settle your misdeeds and there are plenty of firms specializing on this narrow segment and earning a fee with physical delivery during the last hours of this window.

T+3 must be shorten to T or within market hours in todays electronic markets
