In my years operating in California, I do remember the state basically being blacked-out 3/4 times via trips on 230 & 500/550KV systems.....triggered from line losses in other parts of WECC/other states..... Idaho (the potato farmers incident)..... Twice via Four Corners generated faults/taking most of the western states down with them, isolation gear/tech did not work/was not fast enough to drop/switch lines... Northern California/Oregon border NP15 line sag.....Lines hit the ground taking pretty good chunk of WECC with it..... You tend to remember this kind of stuff when your the on-shift CRO when it happens.... Wonder if things are getting better out in the WECC~???
