I kinda partially agree but the ideal is probably somewhere between the two extremes. A government run/supervised/condoned monopoly always ends up being a management bloated, top heavy inefficient beast where money goes to hide in friends/family pockets. Private competition is more cost efficient but doesn't allow for extra buffer capacity because it isn't worth the cost vs profit calculation.
