Nothing new here. The Germans built a large number of off-shore windmills at the North-Sea NW of the German coast like 10 years ago. Unfortunately the cable connections to the German power network were not finished at the same time. Thus they faced the following maintenance problems:

1. No wind: On site diesel engines need to keep them rotating in order to prevent them from salt induced damages.

2. Wind: Since no loads from the power networks due to lack of connection to those, local power breaks had to be activated and controlled by same diesel engines.

Very green indeed.
