The "HOW", probably a roll back and private placement which often
occurs in such cases.
The "WHEN", add favorable news on properties and a well received
placement-should see the stock value increase.(My opinion) Predicting
price movements is speculative until it occurs.

Accumulation after Jack Marr purchased stock Dec.1/97:

Dec 11-12 100,000 shares (5x20,000)
Dec 17 110,000 shares Pacific International
Dec 22-23 150,000 shares Canaccord
Jan 8 80,000 shares Levesque
Jan 14-18 50,000 shares Dominion Securities

In all cases one buyer and stock moved from small seller to larger
buyer positions-positive in nature.

I believe buyers had factored in a rollback, Jack Marr purchased
at 9 cents.

Important to watch what the principals are doing, the smallest clues
have the greatest significance.
Insiders with substantial holdings have not sold their stock.
Jack Marr who may be involved in any financing and has the complete
picture regarding aquisitions, purchased stock.

Technical Analysis:

Long term RSI and OBV have not yet crossed their respective
trendlines.
Nor has the price crossed its trendline at the 10 cent level on
significant volume so as to confirm the positive indicators.
I have purchased stock for other reasons and maintain a 5 year
investment horizon.
Some investors may wish to wait until after reaction to any public
news release occurs.
