Mohan,
Only in DC can one claim a surplus even though the debt just went up at least 100 billion. They are so used to throwing any trust fund surplusses down the black hole of government spending that they don't even notice anymore. If I was a Congressperson with access to a microphone I would be yelling at the top of my lungs about the BIG LIE (balanced budget) that even the GOP is buying.
