If the FBI had been corrupted why didn't Trump say so when he ran the first time and why didn't he fix it?

Was he too stupid? Maybe Bannon was right and Trump was in early stage dementia in 2017.

How can you say the FBI was corrupted and Trump did nothing about it for four years?
