Joe:

State of Wisconsin's pension program invests a tiny portion of their money in small/micro cap stocks (it is a speculative portion of their overall portfolio). State of Wisconsin has bought and sold SPNSF many times ever since the company went public. It is interesting that at this time they decided to buy back in. And most often after a 40%-70% gain they sell the stock and wait for at least a 20% pull back before they buy back again. But again note that state of Wisconsin has bought SPNSF as part of their speculative/small/micro cap portion of their overall portfolio.

As always just my humble opinion.
