Administer one...then later add the other, necessary ingredient for the desired effect...like many epoxies...makes it a binary weapon. It's not happening in a vacuum. It's part of the broader war. The overall strategy being employed is that of asymmetric warfare with a strong dose of psychological operations. And the fronts - covid/vaccine, "climate change", surveillance/tracking, and food are merging. They still have the "crash the financial system" card to play. Lots of switches available to flip there.
