Right. The movie did take that stance. But in the book, Heinlein had that the right of full citizenship could be gained through either military service or by some sort of civic service. Even then, full citizenship was just the right to vote, IIRC. Which is why a lot of people didn't bother. Heinlein played a lot with the idea of restricting the right to vote to those who had some skin in the game. Like mothers.

RAH was a lot of things. In later life, he was pretty much a rabid libertarian and a bit of an elitist in his writings. But fascist wasn't one of them.

Having said that, the movie was not bad. However, it was only loosely based on the novel. I mean really, really loosely.
