I agree that perception matters. I disagree that actual fairness is irrelevant. I agree that officials need to take steps to manage perception, to explain to the public how elections work and the steps taken to assure that they were run correctly.

It ought to be a crime for any official to mislead the public into thinking that an election is unfair when that's not true. Not sure that it shouldn't be a crime for a member of the public to be so stupid or so daft to not recognize what is true. :/
