Since I have an "inside" source to what teachers are saying (in California), I can tell you one answer to your question:

Because teachers have families that are in the higher risk category and they feel they are more important than the grocery store worker's families (where they buy their groceries). And even with all the known safety precautions, it's not enough to make teachers feel safe.

Now my opinion: Plus, they don't have to go back into the classrooms because their paychecks just keep rolling in - and in addition, they still get all the VAST holiday time off whether in class of not. Last week was the full week "off" for some kind of "President's Day" holiday.

Of course, remember the kids (and teachers) are all at home even when it's not a holiday, so all that means is that they don't even have do online classes.
