On the face of it, it is a very unreasonable proposal but many are ignoring the "hook" in this proposal - its all about politics and re-election. As to Rashida Tlaib she is smarter than many think - all she cares about is to be re-elected and her proposal makes no economic sense but will guaranty her re-election.
