Yes, the Russian pact happened first, but it was a peace agreement. It worked for a bit, then collapsed as the war turned into a World War. If the US were in Europe we'd have most likely had a peace agreement also, Why wouldn't we? As you know, Congress strongly opposed helping Europe before Peal Harbor. We needed to shut off oil to Japan during a war so it'd attack us and give Congress an excuse to go to war.
