This problem is easy to solve--just build new fabs in Arizona where there is plenty of H2O! [sarcasm alert] Better - build fabs near Micron in Boise, expanding all the way to the Oregon border. Lots of water. Lots of relatively cheap land (not California!). And for those who care - very conservative politics in Idaho. I know - I grew up there. Honestly I'd prefer all those fabs to be near Intel on the west side of Portland, sending my house price to the moon. <G> The point is there are better places than Arizona. Much better: Trust me I have lived there.
