Take Texas for example. Harris Co. had the highest murder rate in the state. In 1981, there were 701 murders. Since Texas reinsated the death penalty in 1982, Harris County has executed more murderers than any other city or state in the union and has seen the greatest reduction in murder form 701 in 1982 to 261 in 1996. A 63% reduction. I think the people in Harris County would differ from your view on the deterring factor of the death penalty. I'm certainly not saying the reinstatement of the death penalty was the SOLE reason for the large reduction in murders. But, I'm certain it was a contributing factor.....
